Minority and women owned businesses (MWBEs) find it significantly more challenging to access the funding, information, networks, and timing they need.
This is true for those operating in or entering the clean energy economy, even as the sector grows rapidly.
The Spokes
E&BC works with specialized partners, or Spokes, to deliver targeted expertise and support to MWBEs.

- Procurement navigation for net-zero grid and high-performance building sectors.
- Black Economic Council of Massachusetts (BECMA)
- Supports minority businesses entering the electric vehicle (EV) charging and clean transportation sectors.
- Emerald Cities Collaborative (ECC)
- Provides procurement-focused contractor support, including readiness workflows and individualized case management.
- SRGE, The Construction Incubator
- Delivers specialized support for underrepresented construction and decarbonization-focused businesses.
- New England Business Growth Collective (NEBGC)
- Guides businesses through certification pathways and readiness for public and private clean energy contracts.

E&BC has been designated by the Massachusetts Clean Energy Center (MassCEC) as the Pioneer Valley Clean Energy Hub to reduce barriers for MWBEs.
By coordinating services and support, MWBEs can access what they need to prepare, compete, and grow in clean energy and climate-critical sectors.
E&BC’s role is to ensure that, as an MWBE, you are not navigating clean energy systems alone.
MWBEs have access to direct services and targeted referrals through a coordinated Hub-and-Spoke model.
